NASSCO’s Trainer Program plays a key role in the success of the educational programs we offer. In 2024, NASSCO developed a Trainer Leadership Program for all trainers that focuses on helping trainers improve their presentation skills and class management practices to make the student learning experience even more innovative and efficient.

As NASSCO’s Training Program evolves and adapts to the demand in educational growth in the underground infrastructure industry, Training Director, Laurie Perkins, PE, and our Customer Care Team are ready and available to assist Trainers and Students committed to our many training programs.


Tony Bischoff, P.E., has managed hundreds of pipeline inspection projects across sanitary sewer, stormwater, water distribution, and natural gas infrastructure. He joined Hydromax USA in June 2006 as a partner and Chief Information Officer, serving through 2021. There, he founded and led the company’s Data Center, establishing the technical backbone for data collection, reporting, and support—specializing in CCTV, flow monitoring, smoke testing, manhole inspections, sewer cross-bore location, and natural gas leak surveys. His GPS and GIS expertise integrated these technologies into daily operations and deliverables.
A NASSCO-certified trainer since 2004, Tony has been teaching field and office professionals in PACP, LACP, and MACP for over two decades.

For three decades, Joanne Carroll has been fortunate to work in an industry dedicated to maintaining and repairing some of the most essential yet often overlooked luxuries—indoor plumbing, safe drinking water, and the simple convenience of a flush. She was drawn to the shared commitment to build and rehabilitate aging buried infrastructure while minimizing environmental, social, and economic impacts. She has most enjoyed the teamwork and passion of those who strive to innovate, construct, and advance this industry. Becoming a NASSCO Certified Trainer for CIPP and Manhole Rehabilitation allowed Joanne to raise awareness and share knowledge, improving the success and sustainability of trenchless rehabilitation for the water and wastewater infrastructure.
“I train the NASSCO ITCP courses because I believe that education and training are the foundation for building opportunity, furthering awareness of these beneficial technologies, and improving the quality of the installed products, resulting in sustainable solutions for the renewal of aging infrastructure.”


David Hamberlin is a wastewater industry veteran with over 20 years of experience in infrastructure assessment and asset management. He is a certified NASSCO trainer in PACP, LACP, and MACP, with a strong track record of educating professionals nationwide. David currently serves as a Business Development Manager and wastewater Subject Matter Expert at Hydromax USA, where he helps utilities implement innovative solutions for inspection, data collection, and system performance improvement.




Michael Kerr became a Trainer in February 2002 upon the initial release of PACP. He contributed to developing various versions of the PACP, LACP, and the original MACP. Michael collaborates with software companies to achieve NASSCO certification for their products. He enjoys meeting new people and learning from them. He believes that every day you should learn something new, otherwise you have missed many opportunities.

Mr. Lukas’ career has spanned a wide range of engineering services, including design and construction of sanitary and storm sewer collection systems. He has been involved in I/I studies, CSO studies, and facility studies. He also specializes in utility operation and maintenance evaluations, and collection system buried infrastructure management assessments.
“I believe [the Trainer Leadership Program] is a good idea for trainers to share their knowledge and hopefully maintain the quality of trainers that people need and expect.”


Sammy Maestas has over three decades of experience in underground utility construction, serving as a licensed contractor, owner of Mesa Utility Connections LLC, and a Certified Pipeline Weld Inspector. He has proudly worked as a PACP Trainer for the past 12 years.
“It is a privilege to deliver PACP training for NASSCO, supporting the professional development of industry specialists across the United States and Canada.”

Christopher began his career in sewer condition assessment in 1990 in the UK, in contractor and consultant roles. Now based in Canada, he is a NASSCO-certified PACP, LACP, and MACP Master Trainer, contributing to manual development and serving on NASSCO’s Board of Directors and technical committees.
“Training the next generation of PACP, LACP, and MACP professionals is more than a responsibility—it’s a passion. It’s how we ensure quality, consistency, and innovation in the way we manage and rehabilitate our underground infrastructure.”

Jason Roy is a trenchless wastewater industry professional with over 20 years of experience. He began in 2002 with field-level cleaning and CCTV inspection roles and progressed into project management, QA/QC, and safety leadership across western Canada. As a NASSCO-certified PACP user since 2004, Jason later earned his LACP and MACP certifications, and has been a NASSCO Master Trainer since 2006 delivering standardized inspection training throughout the region. Experience includes municipal inspection and rehabilitation programs, trenchless repair and lining, laser profiling, and long-term inflow and infiltration (I&I) initiatives, with industry service on the PACP Version 7 Task Force, NASSCO’s Board of Directors, and multiple technical committees, focused on advancing consistent, defensible inspection data to support infrastructure decision-making and public trust.

I’m committed to continuing my involvement as this industry-leading organization continues to evolve to meet the changing needs of the wastewater sector.”

Mark Schneider began his career in structural grouting – sealing everything from subway tunnels to the steam tunnels in DC. After moving to Florida, he was hired by a company that wasn’t looking to hire, but appreciated his grouting experience and knew they could teach him how to run camera equipment. After doing both jet truck and grout truck operations, he moved on to working on the development of lateral packers while grouting liners in South Florida. He has hands on experience with liner installation and lateral reinstatement. From there, he started training equipment operation for a major US manufacturer, from CCTV truck operations to laser, sonar and multi sensor inspections for over 25 years all over the world. He now primarily trains NASSCO PACP and grouting as needed.



Greg Stanley is a professional engineer in the state of Michigan and has been a certified PLM trainer for the past 20 years. He currently is the Construction Group Manager for Wade Trim in Detroit, MI. He brings the aspect and experience of large open cut sewer and tunnel construction to his training protocol.
Greg loves the program and emphasizes that “the color-coded charts are the building block to a great program!”



Lindsey Sylvester is a Technical Leader at Weston & Sampson in Manchester, NH and a professional engineer. She has been a NASSCO-certified PACP trainer since 2018, trains students throughout New England and the East Coast, and uses PACP in her daily work as a consulting engineer.
“I care for collection systems by delivering interactive, memorable training that equips industry colleagues with the skills to succeed.”

Ron Thomann, a Senior Project Manager at TREKK Design Group, is the Kansas City market lead for CCTV/Cleaning and has over 39 years of experience in the water/wastewater industry. He manages cleaning and CCTV services across the Midwest, specializing in identifying and removing I/I from utilities, and overseeing sewage system expansions, repairs, evaluations and recognized nationally as expert in Private I/I. Ron is a NASSCO-certified trainer for PACP, LACP, and MACP.
“With almost 40 years in the wastewater industry, I’ve served in various roles and find great reward in sharing my knowledge and mentoring others through my NASSCO training opportunities.”

Jeff Tinlin has been involved in the Wastewater industry since 1991, starting with Pearpoint, Inc. He now has over 35 years of experience in CCTV equipment, cutter robotics, software, lateral inspection systems and CIPP lining technologies. In addition, Jeff was an original member of the committee responsible for developing PACP in 2002.
“Being involved in the development of the PACP program from the beginning has been one of my greatest achievements during my time in the industry. I love teaching and bringing a new perspective on the importance of the critical need for proper assessment of our underground infrastructure to the people in my classes, whether they are new to the industry, or have years of experience. I always learn something new in every class, and I stress the importance of that continued learning to my students.”


NASSCO’s inaugural training program took place at the 2025 Annual Conference. A room full of passionate educators came together for four hours to work on important topics like NASSCO core values, role-playing through presentation materials, understanding automatic defect recognition and the power of multi-sensor tools for inspections, and best practices for live monitoring of student exams.
