Trainer Leadership Program

Key to the success of NASSCO’s educational programs.

NASSCO’s Trainer Program plays a key role in the success of the educational programs we offer. In 2024, NASSCO developed a Trainer Leadership Program for all trainers that focuses on helping trainers improve their presentation skills and class management practices to make the student learning experience even more innovative and efficient.

Bryan Ballard

As Managing Partner of Certified Sewer Inspection, LLC (CSI), Mr. Ballard is responsible for management and operations. Mr. Ballard has over 35 years of experience in all aspects of collection system evaluations. He maintains NASSCO-Certified Trainer status in PACP™, LACP™ & MACP™ and maintains certifications in the Inspector Training and Certification Programs for Manhole Rehabilitations and Cured-in-Place-Pipe. “It is a pleasure to be able to inspire students by assisting them in discovering and acquiring understanding of PACP™. Watching students gain confidence as they progress in class makes me smile.”

Paul Booth

Paul was President of a video inspection company from 1995-2012, managing multiple CCTV, SSES, and manhole rehabilitation crews and projects in the Southeastern United States. He certified in PACP™ in 2003 and became a PACP™ Trainer in 2005. Paul has trained municipalities, engineering firms, contractors, and manufacturers in PACP™ Certification and SSES field training. “The beautiful thing about learning is nobody can take it away from you.” – B.B. Brandon Conley

Brandon Conley has over 28 years of indsutry experience and more than 15 years training PACP/LACP/MACP. He spent several years specializing in multi sensor inspections including dam, levee, deep tunnel, bridge and large diameter sturctures. He has also provided training on camera/software operations, providing solutions to inspection challenges. “Being a part of this amazing Nassco Community has been the best part of my career. The knowledge is deep and the friendships are for life. I’m blessed to be a part of the team and friends with Legends of the industry.”

David Hamberlin

David Hamberlin is a wastewater industry veteran with over 20 years of experience in infrastructure assessment and asset management. He is a certified NASSCO trainer in PACP, LACP, and MACP, with a strong track record of educating professionals nationwide. David currently serves as a Business Development Manager and wastewater Subject Matter Expert at Hydromax USA, where he helps utilities implement innovative solutions for inspection, data collection, and system performance improvement.

Jim Harris

Mr. Harris has 50 years’ experience in sanitary sewer condition assessment and asset management. He has twice served as a utility or city engineer. He is a professional engineer recently retired from Jacobs Engineering. “At the end of my career, training younger men and women is a joy and the best way I know to give back to the industry that has been so good to me.”

David Hill

David Hill is an avid St. Louis Blues Hockey Club fan and enjoys spending time with his family. He is a devoted Poppy to two wonderful granddaughters and is frequently accused of spoiling them rotten. As a 20 year NASSCO trainer, he has the opportunity to meet individuals from all backgrounds and learn from them about what is important in their training class. This allows him to Tailor his presentation style to fit needs.

John Jones

Recognizing that municipalities and contractors need support, John Jones assisted with reviewing and making recommendations for over 3,631,000LF of videos in the last 5yrs. As a Trainer/Instructional Designer, he developed technical and software training as well as providing hands-on training to operators in the field. He has sat in the seat as Operation Manager. Program Manager and Construction Inspector in various States. “The only way forward, if we are going to improve the quality of the environment, is to get everybody involved” by Richard Rogers

Mike Kerr

Luis Leon

Luis has forty (40) years of experience, knowledge, and proficiency in engineering and management, both in the United States and internationally. His specialization extends to pipeline condition assessment and the innovative application of trenchless technologies in design and rehabilitation of pipelines. Luis has a passion for delivering NASSCO PACP/LACP/MACP training and has trained and certified hundreds of people in the U.S. and Latin America.

Mike Lukas

Mr. Lukas’ career has spanned a wide range of engineering services, including design and construction of sanitary and storm sewer collection systems. He has been involved in I/I studies, CSO studies, and facility studies. He also specializes in utility operation and maintenance evaluations, and collection system buried infrastructure management assessments.

Danny Mass

Danny has 19 years of industry experience including CCTV inspections, cured-in-place-pipe (CIPP) design and installation, manhole rehabilitation, geopolymer rehabilitation, condition assessment, asset prioritization, flow monitoring, and I/I reduction, as well as a background in plumbing and general construction. “Sharing knowledge through NASSCO courses fuels my commitment to shaping the next generation of experts who drive strategic improvements in underground infrastructure.”

Chris Mitchell

Christopher began his career in sewer condition assessment in 1990 in the UK, in contractor and consultant roles. Now based in Canada, he is a NASSCO-certified PACP, LACP, and MACP Master Trainer, contributing to manual development and serving on NASSCO’s Board of Directors and technical committees.

Norm Rollo

Norman Rollo is a retiree from the Mobile Area Water and Sewer System, US Army, and NASSCO Certified PACP trainer for 24 years. He holds a BS Degree in Human Resources Management and has the knowledge to properly train your employees. Norman has worked in the field with crews and operators and is a trainer your employees will learn from on how to correctly code defects and observations. “Your Observations and Incident Codes Make Million Dollar Decisions.”

John Schroeder

I am extremely fortunate to have been entrenched in this amazing sewer industry for over 30 years. I love the evolution of this NASSCO PACP program and how it has transformed the efficiency, accuracy and overall benefits of having a pipeline assessment standard. Most of all, I love passing along my knowledge of sewer assessment and rehabilitation to professionals so they can assess, maintain and improve their pipeline assets.

Nick Spano

With a BS and MBA from LSU, Nick has managed large scale sewer projects across cities like Nassau County, Hattiesburg, Honolulu and Nashville, using tools like CCTV, smoke testing, SL-RAT and Sonar. Nick has been NASSCO PACP trainer for since 2016 and has trained hundreds of CCTV technicians, engineers and data analysts to transform visual observations into quantifiable Data.

Tanya Stephens

Tanya Stephens is President of Infrastructure Assessment Academy and Condition Assessment Program Manager at the Town of Newmarket, Ontario. She has been a NASSCO-Certified Trainer since 2012, was awarded NASSCO’s Exceptional Trainer achievement in 2021 and NASSCO Trainer of the Year in 2022. Tanya is the Chair of NASSCO’s Infrastructure Assessment Committee, a contributor to PACP Version 8, QC Guidelines, and Asset Management Courses. “Train with enthusiasm. If you’re having fun and are passionate about the content, so will your students.”

Eric Sullivan

Eric Sullivan joined the trenchless technology and sewer condition assessment space in 2007, and became a NASSCO-certified PACP, LACP, and MACP Trainer in 2012. A former CIPP Rehab Operations Manager, current Direct of Strategic Development at SewerAI, and a seasoned industry liaison, he brings deep field and technical expertise. He earned his BA from Gonzaga University. “I absolutely love teaching NASSCO PACP, LACP, and MACP; it’s the foundation for raising the bar across our industry.”

Jerry Weimer

Jerry worked for City of Cincinnati, Metropolitan Sewer District (MSDGC), for 30 years in Condition Assessment and Cleaning. Member of WEF NASTT, BAM-I, and NASSCO. Train PACP, LACP, MACP, Certified in ITCP. Technical Advisor for NASSCO. Have a Class 2 State of Ohio Wastewater Collection License.

John Williamson

John is a visionary when it comes to cured in place pipe. As the founder of Novapipe, he solved inconsistent material performance issues, using ideas and concepts learned in the field. John has over 45 years of experience, as a contractor installing products then transitioning to CIPP liner manufacturing where he was able to improve liner performance earning a patent as the original inventor of the scrim reinforced liner. “Training provides the foundation upon which individuals build their expertise and confidence. It is an ongoing process that requires dedication, effort and a willingness to learn.”

Inaugural Leadership Training

NASSCO’s inaugural training program took place at the 2025 Annual Conference. A room full of passionate educators came together for four hours to work on important topics like NASSCO core values, role-playing through presentation materials, understanding automatic defect recognition and the power of multi-sensor tools for inspections, and best practices for live monitoring of student exams.
